Final Design of County Road 3
EVS provided final design services for the second phase of a major reconstruction of County State Aid Highway 3 - Excelsior Boulevard through the City of Hopkins. The project ran from Hwy 169 north bound on-ramp and continued to Ashley Road, just east of Blake Road, about one mile in length.- Vehicular traffic safety and carrying capacity was improved by providing a four lane divided roadway with protected left turn lanes and raised center medians.

- Improved pedestrian safety and access by providing sidewalk or trail with a 6' boulevard area on both sides of the roadway
